Competition Timeline and Procedures

Round One: Pre-Application (for Ukraine only)

During the Pre-Application process the Public Affairs Section of the U.S. Embassy reviews candidates for eligibility based on English proficiency and technical qualifications for participation in the Hubert H. Humphrey Program. The Pre-Application Form requires basic information and must be accompanied by a detailed resume. The deadline for submitting the Pre-Application form and resume to the Public Affairs Section of the U.S. Embassy is April 15, 2008, at 17:00. Materials should be submitted via e-mail or fax (044- 490-4050). All applicants will receive confirmation of receipt of the application via e-mail within three days after submission.

Round Two: Application

All applicants will be contacted by a representative of the Public Affairs Section via e-mail between April 20 and April 24, 2008 with information about the results of the Pre-Application screening. Candidates eligible to continue will be asked to submit their completed Application Forms to the Public Affairs Section (U.S. Embassy) by May 15, 2008. The forms will be available for downloading from the U.S. Embassy web site by mid-March. For your convenience, a sample Application Form from a previous year will also be available for you to review. We recommend that candidates allow themselves sufficient lead-time to complete the Application Form which requires very detailed information as well as two letters of reference that must be received by the May 15 deadline.

The completed applications will be reviewed by two specialists, one American and Ukrainian. Based on the results of this review, semi-finalists will be selected and invited for an interview and testing. All applicants will be informed about their status via e-mail. Usually, the interview and testing take place on the same or on consecutive days. This year the interviews and testing have been tentatively scheduled for June 18 and 19, 2008.

The Selection Panel is composed of one U.S. Embassy representative, a specialist in one of program fields, and an alumnus/a of the Hubert H. Humphrey Program. The Selection Panel will interview each semi-finalist.

All semi-finalists will be required to take the paper-based Institutional TOEFL (ITOEFL). The test will be administered on one occasion to all applicants, and it is not possible for semi-finalists to change the date/time of administration. ITOEFL score results will be available from the Public Affairs Section a week after the test date. TOEFL preparation guides, as well as handbooks on interviews and essays writing are available at the Education USA Advising Centers. Semi-finalists who have taken and satisfactorily passed the official TOEFL exam no earlier than June 2007 and who also have a TOEFL Score Report available may choose not to take the TOEFL exam again.

Based on the review of applications, interview and ITOEFL scores, up to three individuals will be selected for nomination to the Institute of International Education in Washington, D.C. Nominees must submit their applications to IIE electronically. Instructions about the procedure will be provided by the Program Coordinator via e-mail. Each nominee's Institutional TOEFL score reports, reference letters, transcripts and the Selection Panel evaluation are sent as hard copies from the Public Affairs Section to the Institute of International Education, Washington, D.C. by October 1, 2008.

Round Three - final round of the competition:

Applications and justifications submitted to IIE by U.S. Embassies around the world are reviewed in Washington, D.C. in early 2009. Finalists are selected and nominated to the Bureau of Educational and Cultural Affairs, U.S. Department of State. The U.S. Department of State approves finalists for participation in the Program.

Post-selection activities:

The Department of State sends the list of approved finalists to U.S. Embassies worldwide during March-April 2009. Finalists are informed by the Public Affairs Section. Finalists are asked to confirm acceptance or decline the award by a specific date.

Participants of the Program will be provided with placement information by IIE in May 2009. Pre-departure orientation is conducted in late May to mid-June, and departure to the U.S. is scheduled sometime between late June and early August depending on the terms and conditions of the participants' specific awards.
